It can be said that the United States of America has won few battles, but the war against terrorism is still yet of its height to save the entire globe from the verge of brutal killing and sacrifice of life in the name of terror. When the people of America were asked about their views on the War against terrorism, around 71 percent people participating in the survey said that they had not won the war against terrorism. They have merely taken the revenge of 9/11 that will never get the world rid of terrorism (Ullman, 2006). Along with that, several other attacks can be evident all across the globe that has shaken the human society and global economy. Hence, the USA government must not only concern about terrorist attacks in its country but also take action against terrorism across the globe. Being the most powerful nation in the world, the USA has a responsibility to fight against terrorism and get the world free of terrorism. A question was raised when the US government decided to pull back its forces from the Middle East due to a huge loss of men and resources after the death of Bin Laden and Saddam Husain (Eijkman, 2012). It is important to note that it was merely a win of battle and the real war on terrorism is yet to be seen. Pulling back of the US troops from the Middle East may lead to the growth of the terrorist groups. With the availability of technology and sophisticated weapons, the terrorist groups will be more powerful and disastrous for the entire world. Hence, it can be said that the Americans have not yet won the war against terrorism until the world gets free of the hilarious act of atrocities. The answer to the question is significantly unknown as the terrorist activities of the Islamic State groups are dominating the news headlines for the past decade or so. The sudden ascendancy of new terrorist groups and terrorist activities in the European countries such as France and Denmark and the Middle East countries have raised the question about the safety of American civilians in the country and outside the country. Conversely, training focuses on employeesââ¬â¢ present positions. However, training is as important as development since succession planning highlights high-potential employees, allowing employers to earmark employees for development. Development is not necessarily the employerââ¬â¢ responsibility, as employees aspiring to better positions can and should make their intentions known (Noe, Hollenbeck, Gerhart, and Wright, 2003). Training an employee to function properly at a given task requires planning and foresight. Desiring to become an Employer of Choice, Lincoln Electric has made a commitment to provide quality training to its employees. This paper will analyze the training and development plan of the following five training issues; needs assessment, design, development, implementation and evaluation of training provided to employees of Lincoln Electric. Employee development is more than just training; it must become the way the company runs. Companies hire people from all skill levels, even those people who possess little more than a high school diploma or GED. Companies provide these talented individuals with challenging opportunities for personal and professional growth and development. In business training, communicating the importance of accomplishing tasks is paramount. Effective training starts with pinpointing the current skill set of each individual employee. One of the first steps of effective training is finding out what each employees current skill set is. The next step is to find out which parts of the job need to be taught to that individual. The team needs to develop a company-wide development and training program for all of the employees at Lincoln Electric. The result will be an organization of talented, engaged and committed employees. The training program will address the training needs for potential, existing, and newly hired employees as well as supervisors and directors (Noe, Hollenbeck, Gerhart, and Wright, 2003). Lincoln Electricââ¬â¢s pay-for-performance system (Lincoln Electric Company, 2007) is well known; however, Lincoln Electric oftentimes encounters difficulties in recruiting employees (Prizinsky, 1994 Narisetti, 1995). While most people seek positions at Lincoln Electric because of their infamous holiday bonus, which is really profit sharing dividends, many applicants do not meet the position requirements (Narisetti, 1995). Moreover, Lincoln Electric is not capitalizing on its most valuable asset: the employees. Investing in employees makes business sense for the employer. While Lincoln Electric laments the number of skilled workers available to them, they forget that they already have those skilled workers: current employees. Lincoln Electricââ¬â¢s issues with training and development are solvable, and the solution starts with the initial problem, which is the lack of qualified, entry-level applicants (Narisetti, 1995). The better the employee, the better the company runs. Lincoln Electric is doubtlessly aware of this concept. Training and developing employees from the onset guarantees Lincoln Electric remains successful in the future. The first way to hook potential recruits is to catch their attention. Lincoln Electric does this rather well by promising no lay-offs, and sharing the companyââ¬â¢s profits with the employees (Lincoln Electric Company, 2007). Perhaps even more important is the employerââ¬â¢s willingness to help maximize employeesââ¬â¢ potentials. Although Lincoln Electric promotes employees based on experience, as opposed to seniority, there are no systems in place to ensure employees garner enough experience to realize a promotion. If only a small number of applicants can perform basic math skills, and the results are worse every year, Lincoln Electric has to begin training and development before applicants begin working at Lincoln Electric (Narisetti, 1995). This training r anges from refresher courses in mathematics for new applicants to specialized courses such as tool and die, computer-controlled machining, and welding for present employees. Lincoln Electric cannot hire enough applicants for several reasons. First, most people have no manufacturing experience. Second, many high schools restructured their curriculums and no longer offer students exposure to vocational training programs (Prizinsky, 1994). Consequently, Lincoln Electric rejected a majority of the 20,000 applications received during an 18-month period because applicants lacked basic algebra skills (Narisetti, 1995). Lincoln Electric exhausted its hiring efforts by placing newspaper advertisements, retaining recruiting firms, and launching a mail marketing campaign (Prizinsky, 1994). While they did hire some workers using these methods, the original problem remained. Lincoln Electric can meet its hiring goals by sending new recruits to math refresher courses. As opposed to turning away all applicants who fail Lincoln Electricââ¬â¢s math assessment, Lincoln Electric should send those applicants to the math refresher courses. Doing so ensures a continual su pply of entry-level workers. More important, Lincoln Electric can groom these employees for higher positions within the company. Lincoln Electric currently affords employees the opportunity to develop their own career path, and promotes employees based on experience, not seniority (Lincoln Electric Company, 2007). Lincoln Electric should take this incentive a step further by offering tuition reimbursement to employees showing an interest in tool and die making, welding, computer-controlled machining, or any two-year college program that will help employees perform their job more satisfactorily. Tuition reimbursement often pays unforeseen dividends. An employee who realizes his or her true potential is bound to perform better. Although costly, this strategy offers Lincoln Electric a better return on investment than their direct mail marketing campaign. Carefully analyzing costs is one of the many reasons Lincoln Electric is a successful business. To ensure employees stay with Lincoln Electric after completing their degree or certificate, Lincoln Electric should have employees sign contracts that mandate employe es remain under Lincoln Electricââ¬â¢s employ for a specified number of years in exchange for their education. Cleveland Clinic has a similar program; for every 2 years of education the clinic pays on an employeeââ¬â¢s behalf, the employee owes the clinic 1 year of employment. If employees leave beforehand, they are liable for the cost of the education (C. Ormsby, personal communication, 2007). Implementing this strategy has a cyclical effect on the hiring, training, and development process. Once new employees enter entry-level positions, seasoned workers who have completed their schooling progress to higher positions, and the cycle continues. As an alternative, Lincoln Electric can offer in-house training program that will inaugurate each January after analyzing contract bids from any area college interested in the advertisement. Participants must sign in for the lab, and take a pretest, which aids in future benchmarking. Lincoln Electric will test participants again after five math labs and participants must demonstrate significant improvement in order for the contract to remain viable. Participants gain no compensation, other than their respective gains in job skills and qualifications. This program will encourage, though not mandate, managers at Lincoln Electric to attend at least one lab a year. The labs commence at Lincoln Electric twice a week at both 8:00 A.M. and 8:00 P.M., to compensate for Lincoln Electricââ¬â¢s rotating schedule (Lincoln Electric, 2007). The primary purpose of these labs is to focus on improving skills in two areas ââ¬â mathematics and computers. The company will post the schedule on a bulletin board to encourage as many employees as possible to attend. Unfortunately, many ambitious adults do not possess adequate math or computer skills to help Lincoln Electric. This plan will provide otherwise-dedicated employees the basic skills needed for company growth and potential. The evaluation process consists of a two-step process. During the training process, management focuses on the participation and enthusiasm of the employees. Next, employees describe the main points of the training. After the training and development process, the employees demonstrate their mastery of the training session, while management observes. This is an evaluation tool used for employees with direct observation performed by supervisors. While observing, supervisors, prepared with checklists evaluate whether employees demonstrate the desired and required behaviors and skills of the position (Noe, Hollenbeck, Gerhart, and Wright, 2003). Businesses usually conduct annual evaluations on their employees rather than providing ongoing process of continuous feedback. A problem with annual appraisals is that the evaluation can sometimes focus on recent events as opposed to past events, which, depending on the details of the events, could be either good or bad for the employee. Both positive and negative feedback is recognized as effective when it is done shortly after completion of a task. Therefore, ongoing evaluations are required at Lincoln Electric. After completing training, employees have the opportunity to complete satisfaction surveys of the training. Any feedback they have helps in their learning process and feedback also lets the employees know their opinions matter and the company as a whole will do their best to consider their opinion. After all, they are the ones using the information they gain from the training on a daily basis. Any employment setting implementing a training program requires planning. For Lincoln Electric, the training and development processes begin at the hiring phase. By implementing training geared toward specific positions, Lincoln Electric can overcome its hiring issues and further develop career path incentives already in place. The institution of math classes and tuition reimbursement provides effective training, and ensures adequate delivery of the training to the employees. Moreover, once employees complete training, supervisors conduct evaluations on the effectiveness of the training, and employees have opportunities to provide feedback. These days, all industries including manufacturing need skilled employees. By providing adequate training to employees at the onset and further developing employees, Lincoln Electric can prepare employees and the company for future growth. What sets ââ¬ËTalk To Frankââ¬â¢ apart from all the other drug awareness booklets and leaflets is its quality of writing and ability to communicate to the average teenager through colourful pictures and information that does not bore. It is factors similar these that can change a teenagerââ¬â¢s mind concerning drugs in a second and stop them becoming addicted to drugs in the future. So what the Government is doing is both beneficial to teens and themselves because they are doing all they can do to get the point across to teens while at the same time, saving enough money when printing the booklets and leaflets. The economic cost of printing all these colourful leaflets is far cheaper than having to pay for all our mistakes in the future with rehab institutions and all the rehabilitation that follows. The target audience for Talk To Frank is teenagers, but why them? Why not young adults or pre-teen children? The reason that they have picked that specific group is because they are, apparently, at the perfect age. Not too old that the campaign is there too late or may have already tried drugs and not too young that they will not understand what half of it is giving reference to. Another very valid reason that teenagers are the targeted age group is because they are the biggest market consumers. They buy the most magazines, They have films made just for them and what do they do more than anything else? They watch TV of course and are susceptible to all the advertisements that play during the breaks. The Government cleverly spotted this decades ago and have since been doing all they can to get their products on the market. The teenage market cannot escape it, they thought, we will even bombard them with drug prevention leaflets at school. Fortunately for both them and teenagers alike, the Governmentââ¬â¢s tactic is working, but how? What self respecting teenager would wilfully choose to read a magazine warning them not to take drugs over the more entertainment-based ones. How does the Government manage to get their media products to so many children up and down the country? Quite simply, because they know what makes a teenage magazine sell. They then used all the desirable factors to produce something they hoped would encourage teenagers to say ââ¬Å"noâ⬠. Their tactic worked. Of course, if every teenager in the country had read a ââ¬ËTalk To Frankââ¬â¢ product, they would be world famous. So why does not every teenager know what ââ¬ËTalk To Frankââ¬â¢sââ¬â¢ aim is? The reason is, and the Government knows this too, that you cannot put all teenagers into one category. There are polar opposites in the teenage world and if you appeal greatly to one kind, you are completely isolating the others. If they decided to use a certain type of language they could well be appealing to a certain teenager but might confuse another. This makes you wonder if ââ¬ËTalk To Frankââ¬â¢ is really the best solution and if there was the perfect piece of awareness out there, what would life be like? But in order to get the teenagers of Britain to read ââ¬ËTalk To Frankââ¬â¢, the front cover must be attractive and engaging enough for the teenager to actually pick it up. The background of one of the main drug information pieces is ââ¬ËThe Scoreââ¬â¢. The front cover denotes a faded woolly jumper fabric, in a range of dark distorted colours. The main colour, purple, completely dominates the background. Purple connotes being lost or in a state of confusion. The background is connoting a drug trip and the fact that they have used purple is a way of saying that you are confused with the subject of drugs or you do not know who to turn to. Right in the centre there are the words, in very large bubble typography, ââ¬ËThe Scoreââ¬â¢ with ââ¬ËFacts About Drugsââ¬â¢ written beneath this. The words are all written in white which connotes purity and clarity or maybe even an answer or solution. Around these words there are a series of sixteen small pictures drawn in a circle. Each of these represent a different drug, and this is where the use of generic features from teenage magazines has been introduced. We call this ââ¬Ëtastersââ¬â¢, where the magazine is giving you a little look at what is going to be inside. Tasters are more commonly used in teenage magazines to give the target audience an idea of what is going to be on the inside of the magazine. It very cleverly wants the reader to read on without giving away everything on the front cover. The same idea has been used with ââ¬ËThe Scoreââ¬â¢, because these pictures are giving you a little example of what they are going to be talking about within in the booklet. They do not tell you what drug each of the pictures represent, making you want to know what each of them represents so you read the booklet. They have used modern methods of attracting teenagers to the booklet. The phrase ââ¬ËThe Scoreââ¬â¢ is old slang which means to get drugs but now it means to lay down the facts and get straight to the point. This is extremely clever because it is trying to appeal to both types of people, ones that know the old slang and the others, who know it as it is used today. Similarly, the first and most noticeable aspect of the front cover of ââ¬ËDrugs: The Factsââ¬â¢ is the background which is also purple, reminiscent of the ââ¬ËThe Scoreââ¬â¢. So again, this connotes that there might be confusion about drugs and that this magazine is going to give you all the answers. The main title tells you from the beginning exactly what this booklet is going to be talking about. Exactly in the vein of ââ¬ËThe Scoreââ¬â¢, the booklet has used generic features from teenage magazines to draw teenagers in and to get them to read this booklet. One of the tasters that is on the front cover of ââ¬ËDrugs: The Factsââ¬â¢ says ââ¬ËProblem Pageââ¬â¢. A problem page is one of the main generic features of a teenage magazine; the fact that they are even considering the main generic features of a teenage magazine is showing how much they want them to read their booklet. They have used teenage slang to suggest that their booklet is laid back and relaxed, almost as if they have copied all the elements that made ââ¬ËThe Scoreââ¬â¢ such a success. On the central layout of the front cover, there is an open eye. This could connote that this booklet is going to open you eyes to the problems regarding drugs and how to avoid them. Because their marketing campaign is so similar to ââ¬ËThe Scoreââ¬â¢, it still is able to catch a teenagerââ¬â¢s eye but at the same time comes across somewhat younger, to appeal more to the pre-teen market. Not all teenagers will be drawn in by the style that has been used, such as pictures resembling cartoons and slanting words, and this could cost ââ¬ËDrugs: The Factsââ¬â¢ when it comes to desirability. Of course, it would be pointless to judge whether the Governmentââ¬â¢s campaign had been working just by looking at the magazineââ¬â¢s cover so, in order to get a more detailed analysis, we have to look at the features inside. In ââ¬ËThe Scoreââ¬â¢, there is a feature called ââ¬ËDilemmaââ¬â¢ and it is a completely typical generic feature of a teenage magazine, it also allows us to see what the Government thinks is a good way to entice teenagers to their booklet. ââ¬ËDilemmaââ¬â¢ is a prime example of what the Government thinks of teenagers. They are not going to use characters in a storyboard that are too out of place, otherwise they will not find it believable, ignore the message and turn to the next feature. What the storyboard focuses in on is a teenager called Steve who is preparing to go to a party. His mate offers him some speed so that he will learn to relax. Just to make sure they have not lost the teenagers so early on, they number the pictures. Of course, nothing bad can ever happen in a teenage magazine storyboard so Steve ends up rejecting his mateââ¬â¢s offer of speed and has a really great party! Everybody wins and the reader has learnt a valuable lesson. As odd as this may sound, it is far more effective at getting the message across than if Steve took the speed and ended up in hospital for the night because it leaves the user feeling positive. What happens when not-so positive features are used? The teenager might not understand the plot because it is so different from typical teenage magazines used today and, consequently, not take everything in? This is quite untrue and a similar feature used in ââ¬ËDrugs: The Factsââ¬â¢ has no title, no colourful storyboard and no cheesy 1960ââ¬â¢s-style language. What the teenager does get, however is a hard-hitting real life story on the subject of one teenagerââ¬â¢s encounter with lighter refills. At the top of the page, and the first feature that catches your eye is the text ââ¬ËMy friend could have diedâ⬠¦ ââ¬Ë, with the continuation marks implying that you have to read the main text beneath it to understand the full picture. The main text is the teenager speaking in his own words, detailing his own experiences, not what the editor has put in place inside speech bubbles. The teenager is identified as Chris, fourteen, from Leeds, not Mr. Steve One-name. Chris goes on to say that he and some mates began to start sniffing lighter refills at the park, but when one of the gang fell to the floor and escaped death thanks to a passer by, they all stopped sniffing. What makes this so engaging is its subject matter, the fact that something bad happened to a real person, as if it could happen to the teenager reading. We know that the target audience is teenagers but we have not checked to see whether they are portrayed in the magazine appropriately. If we browse through both ââ¬ËThe Scoreââ¬â¢ and ââ¬ËDrugs: The Factsââ¬â¢, it would be an unpleasant surprise if anyone thought that the way that they are portrayed is the normal way that teenagers dress, talk and behave. Lets say that a booklet has passed the first hurdle of being aesthetically pleasing to the teenager, can they possibly represent teenagers in a well enough manner to make them listen to what the booklet or leaflet has to say? In the majority of the cases it is another teenager speaking to them. Even if it is the editor of the magazine who is speaking on behalf of the characters, the clothes that the characters wear and their average lifestyle must reflect reality. No teenager wears faded down pastel coloured t-shirts tucked into beige khakis with a pair of large, brown boots to top it off. The Government must think that teenagers have the I. Q of a peanut if they are not able to take in large chunks of information and instead, have to be fed small bits that include a great number of slang words, most of which date back to when teenagers were not even alive. All of the work and effort that the ââ¬ËTalk to Frankââ¬â¢ campaign has done on both ââ¬ËThe Scoreââ¬â¢ and ââ¬ËDrugs: The Factsââ¬â¢ would all be for nothing if it did not do what it is trying to achieve, which is to get teenagers to read their booklets. They want them to learn more on drugs, so that they are able to make their own decision when it comes to taking drugs. I believe that the front cover of ââ¬ËThe Scoreââ¬â¢ is far better in its presentational devices and attracting a teenagerââ¬â¢s attention than ââ¬ËDrugs: The Factsââ¬â¢. This is because of the tasters, as well as the rather interesting font, used on the front cover of ââ¬ËThe Scoreââ¬â¢ that immediately get you interacting with the booklet from the word go. This use of immediate interaction makes the booklet considerably more appealing and so a larger majority of teenagers are going to pick it up and continue reading it. I think that the main problem with the ââ¬ËDrugs: The Factsââ¬â¢ booklet is that there is too much happening on such a small page and therefore is less appealing. I think they should have done something closer to ââ¬ËThe Scoreââ¬â¢ where it is nice, plain and simple. On the other hand, the contents of ââ¬ËThe Scoreââ¬â¢ can, at times, seem too simple to keep teenagers interested, they give you a few stories and a few problems and expect you to love it so much that you continue reading. All the Government would need to do is to combine some of the contents that are in ââ¬ËDrugs: The Factsââ¬â¢ such as the questionnaire that tells you what kind of person you are, and the various other quizzes with the method of presenting their information on drugs with the front cover of ââ¬ËThe Scoreââ¬â¢ and they would have a far better booklet. Both booklets seem to miss the mark with what a teenager is looking for in a magazine. However, and this is generally the same with most other magazines similar to them, both manage to show the pressure that teenagers are under and all the possible factors that makes it worse. It clearly and repeatedly says that drugs are not a means of escape from all of this and at the ends of both booklets is the Talk To Frank help line which, and I quote, ââ¬Å"offers free and confidential advice about any drugs issue, whether itââ¬â¢s info youââ¬â¢re after, advice or just a chat. You can also find out about the services available in your area. Lines are open 24 hours a day. â⬠I wondered whether what it was stating was actually true, that they offer friendly advice. I talked to a friend who had phoned up the Talk To Frank help line a few months ago to try and find some answers. He told me that they offered advice, even to the questions that every parent dreads to hear. Does Frank really talk to Teenagers? Yes, and their help line is 0800 77 66 00.
